कोविड-19 प्रबंधन हेतु गठित टीम-09 को मुख्यमंत्री योगी आदित्यनाथ के दिशा-निर्देश
● कोरोना महामारी से प्रदेश को सुरक्षित रखने की दिशा में लगातार किए जा रहे प्रयासों के अच्छे परिणाम मिल रहे हैं। देश में सबसे ज्यादा कोविड टेस्ट करने वाले उत्तर प्रदेश में 30 अप्रैल के 03 लाख 10 हजार 783 मरीजों की पीक की स्थिति के सापेक्ष आज 36 दिवस के उपरांत 94 फीसदी की गिरावट हो चुकी है। वर्तमान में 19,438 कोरोना केस एक्टिव हैं। हमारी रिकवरी दर 97.6% हो गई है।
● ट्रेस, टेस्ट और ट्रीट की नीति के अनुरूप उत्तर प्रदेश की नीति के उत्साहजनक परिणाम मिल रहे हैं। उत्तर प्रदेश में अब तक 05 करोड़ 10 लाख 32 हजार 967 कोविड टेस्ट किए गए हैं। विगत 24 घंटे में प्रदेश में कोविड टेस्ट पॉजिटिविटी दर मात्र 0.4 फीसदी रही। बीते 24 घंटों में 1,092 नए मरीज पाए गए हैं। इसी अवधि में 4,346 लोग स्वस्थ होकर डिस्चार्ज हुए हैं। इस तरह अब तक कुल 16 लाख 56 हजार 763 प्रदेशवासी कोरोना से मुक्त होकर स्वस्थ हो चुके हैं।
● कोरोना के कम होते संक्रमण दर के दृष्टिगत 600 एक्टिव केस से कम संख्या वाले 64 जनपदों को कोरोना कर्फ्यू से छूट दी गई है। ताजा स्थिति के अनुसार बुलंदशहर और बरेली जनपद में कुल एक्टिव केस की संख्या 600 से कम हो गई है। दो दिवसीय प्रदेशव्यापी साप्ताहिक बन्दी के समाप्त होने के बाद आगामी सोमवार से इन दोनों जिलों को भी सप्ताह में पांच दिन सुबह 07 बजे से सायं 07 बजे तक कोरोना कर्फ्यू से छूट दी जाए। साप्ताहिक व रात्रिकालीन बन्दी सहित अन्य सभी संबंधित नियम इन जिलों में लागू होंगे।
● प्रदेश के 67 जिलों में कुल एक्टिव केस की संख्या 600 से कम हो गई है। रिकवरी की स्थिति को देखें तो सोमवार तक चार-पांच और जनपदों के भी 600 एक्टिव केस से कम की श्रेणी में आने की संभावना है।
● कोविड वैक्सीनेशन संक्रमण से बचाव का सुरक्षा कवर है। केंद्र सरकार के सहयोग से उत्तर प्रदेश सरकार सभी नागरिकों का यथाशीघ्र टीका-कवर देने के लिए संकल्पित है। अब तक प्रदेश में 01 करोड़ 98 लाख 38 हजार 187 डोज लगाए जा चुके हैं। बीते 24 घंटे में 04 लाख 01 हजार 582 लोगों ने टीका-कवर प्राप्त किया। सोमवार से महिलाओं के सुविधाजनक टीकाकरण के लिए पृथक बूथ भी संचालित किए जाएंगे। इस संबंध में सभी आवश्यक तैयारियां समय से पूरी कर ली जाएं।
● कोविड टीकाकरण की प्रक्रिया प्रदेश में सुचारू रूप से चल रही है, किंतु अब इसे और तेज करने की जरूरत है। जून माह में हमारा लक्ष्य एक करोड़ लोगों को टीका-कवर से आच्छादित करना है, जबकि जुलाई माह में इसे दो से तीन गुना तक विस्तार देने की योजना है। इसके दृष्टिगत बड़ी संख्या में वैक्सीनेटर की आवश्यकता होगी। नर्सिंग कॉलेजों के प्रशिक्षु विद्यार्थियों को टीकाकरण के संबंध में प्रशिक्षित किया जाए। प्रशिक्षण की यह कार्यवाही अगले सप्ताह से प्रारंभ कर दिया जाए।
● चिकित्सकों को केवल चिकित्सकीय कार्य में ही तैनात किया जाए। स्वास्थ्य विभाग और चिकित्सा शिक्षा विभाग के अलग-अलग अस्पतालों/कार्यालयों सहित जहां भी चिकित्सकों की तैनाती प्रशासनिक/प्रबंधकीय कार्यों में की गई है, उन्हें तत्काल कार्यमुक्त कर चिकित्सकीय कार्यों में ही लगाया जाए। प्रबंधन के कार्यों के लिए आवश्यकतानुसार एमबीए उपाधिधारक युवाओं को मौका दिया जाना चाहिए।
● कोविड केस कम होने के दृष्टिगत गतिविधियों को धीरे-धीरे सामान्य हो रही हैं। अस्पतालों में ओपीडी/आईपीडी सेवाएं, सर्जरी आदि शुरू की गई हैं, किंतु वही लोग अस्पताल आएं, जिनकी स्थिति गंभीर हों। घर से बाहर कम से कम निकलें। यथासंभव टेलीकन्सल्टेशन का उपयोग करें। सभी मेडिकल कॉलेजों, जिला स्तरीय अस्पतालों में टेलीकन्सल्टेशन की व्यवस्था को और बेहतर किया जाए। अधिकाधिक डॉक्टरों को इससे जोड़ा जाए। लोगों को इस सेवा के उपयोग के लिए जागरूक किया जाए।

In Uttar Pradesh, which has the highest number of Kovid tests in the country, there has been a decline of 94 percent after 36 days today as compared to the peak condition of 03 lakh 10 thousand 783 patients as of April 30. At present there are 19,438 corona cases active. Our recovery rate has gone up to 97.6%. In line with the policy of Trace, Test and Treat, Uttar Pradesh’s policy is yielding encouraging results. So far 05 crore 10 lakh 32 thousand 967 Kovid tests have been done in Uttar Pradesh. In the last 24 hours, the Kovid test positivity rate in the state was only 0.4 percent. 1,092 new patients have been found in the last 24 hours. In the same period, 4,346 people have recovered and been discharged. In this way, till now a total of 16 lakh 56 thousand 763 people of the state have become healthy after being freed from corona. In view of the decreasing infection rate of corona, 64 districts with less than 600 active cases have been exempted from corona curfew. According to the latest situation, the total number of active cases in Bulandshahr and Bareilly districts has come down to 600. After the end of the two-day statewide weekly bandh, from the coming Monday, both these districts should also be exempted from the corona curfew for five days a week from 07 am to 07 pm. All other related rules including weekly and night closure will be applicable in these districts. The total number of active cases has come down to less than 600 in 67 districts of the state. If we look at the recovery situation, by Monday, four-five more districts are also likely to fall in the category of less than 600 active cases. Kovid vaccination is a protective cover to prevent infection. The Uttar Pradesh government, in collaboration with the central government, is determined to provide vaccine-cover to all citizens at the earliest. Till now 01 crore 98 lakh 38 thousand 187 doses have been applied in the state. In the last 24 hours, 04 lakh 01 thousand 582 people got the vaccine-cover. Separate booths will also be operated from Monday for convenient vaccination of women. All necessary preparations in this regard should be completed in time. The process of Kovid vaccination is going on smoothly in the state, but now it needs to be accelerated. In June, our target is to cover one crore people with vaccine-cover, while in July we plan to expand it by two to three times. In view of this a large number of vaccinators will be required. Trainee students of nursing colleges should be trained regarding vaccination. This training process should be started from next week. Doctors should be posted only for medical work. Wherever doctors have been posted in administrative/managerial work, including different hospitals/offices of Health Department and Medical Education Department, they should be relieved immediately and engaged in medical work. Opportunities should be given to the youth having MBA degree as per requirement for management work. Activities are gradually returning to normal in view of the reduction in Kovid cases. OPD/IPD services, surgeries etc. have been started in hospitals, but only those people who are in critical condition should come to the hospital. At least get out of the house. Use teleconsultation as much as possible. The system of teleconsultation in all medical colleges and district level hospitals should be further improved. More doctors should be connected to this. People should be made aware about the use of this service.
