# महाधिवक्ता व सरकारी वकीलों की फौज क्यों हो गई फ्लॉप ! # क्या 100-150 सरकारी वकीलों का अमला है सिर्फ राजनीतिक स्वार्थ सिद्धि को! # लाखों-करोड़ों रुपया बहाया जा रहा सरकारी अमले पर | # जन सरोकार के मामलों में क्यों याद नहीं आती दिल्ली के बड़े वकीलों की ! विकासनगर – पत्रकारों से वार्ता करते हुए जन संघर्ष मोर्चा अध्यक्ष एवं जीएमवीएन के पूर्व उपाध्यक्ष रघुनाथ सिंह नेगी ने कहा कि मा. उच्च न्यायालय, नैनीताल में योजित खनन कारोबार से जुड़ी दो जनहित याचिकाएं 104/2019 व 212/2019, जिसके द्वारा स्टोन क्रेशर/ स्क्रीनिंग प्लांट पॉलिसी को चुनौती दी गई है तथा इस मामले में सुनवाई हेतु 22/07/2021 की तिथि नियत है | उक्त याचिकाओं के माध्यम से जनपद हरिद्वार, उधम सिंह नगर व नैनीताल के लगभग 300 से अधिक स्क्रीनिंग प्लांट्स/ स्टोन क्रशर को स्कूल,अस्पताल आवासीय तथा धार्मिक क्षेत्र इत्यादि स्थानों से 300 मीटर दूर रखने एवं एक सुझाव के तहत अन्यत्र (औद्योगिक आस्थान/ क्षेत्र के रूप में विकसित कर) स्थापित किए जाने तथा पर्यावरण संरक्षण किए जाने से संबंधित है | नेगी ने कहा कि सरकार की छटपटाहट का अंदाजा इसी बात से लगाया जा सकता है कि उक्त याचिकाओं में पैरवी हेतु सरकार द्वारा प्रदेश के महाधिवक्ता व सरकारी वकीलों की टीम को दरकिनार कर सॉलिसिटर जनरल ऑफ इंडिया श्री तुषार मेहता को विशेष रुप से आबद्ध किया गया है | कहीं खनन कारोबारियों का अहित न हो जाए; इसलिए मा.सर्वोच्च न्यायालय, दिल्ली में तैनात सॉलिसिटर जनरल ऑफ इंडिया को आबद्ध (एंगेज) किया गया | नेगी ने कहा कि सबसे बड़ा सवाल यह है कि क्या मा. उच्च न्यायालय में तैनात सरकारी वकील नाकाबिल हैं या खनन कारोबारियों का सरकार पर दबाव है ! अधिकांश मामलों में सरकार द्वारा बाहर के वकील बुलाकर वादों में पैरवी करानी पड़ रही है, जिसमें पानी की तरह पैसा बहाया जा रहा है ! नेगी ने कहा कि बड़े दुर्भाग्य की बात है कि इन 100-150 सरकारी वकीलों की फौज पर लाखों-करोड़ों रुपया खर्च किया जा रहा है, बावजूद इसके, इनकी नाकामी की वजह से अधिकांश मामले में मा. न्यायालय में रोजाना अधिकारियों की व्यक्तिगत पेशी के कारण कामकाज प्रभावित हो रहे हैं तथा अधिकारी रोजाना डांट खा रहे हैं | नेगी ने कहा कि सरकार को खनन कारोबारियों की तो चिंता है, लेकिन राज्य के कर्मचारियों, युवा बेरोजगारों, श्रमिकों, आंदोलनकारियों व आमजन के हितों की कोई चिंता नही है और न ही इनके मामले में पैरवी हेतु दिल्ली से बड़े (नामी-गिरामी) वकील बुलाए जाते हैं | पत्रकार वार्ता में- दिलबाग सिंह व अमित जैन थे |
