विधानसभा में मुख्यमंत्री ने कहा कि सरकार के पास करुणामूलक मूलक आधार पर 2779 मामले लंबित हैं, सभी विभागों को नीति के अनुरूप प्राथमिकता के आधार पर पदों को भरने के निर्देश दिए गए हैं.

हिमाचल प्रदेश विधानसभा मॉनसून सत्र के पांचवें दिन सदन में करुणामूलक आश्रितों को एकमुश्त नौकरी देने का मामला उठा. नेता प्रतिपक्ष मुकेश अग्निहोत्री, विधायक प्रकाश राणा, इंद्र दत्त लखनपाल, पवन कुमार काजल, रामलाल ठाकुर ने सरकार से पूछा कि करुणामूलक आश्रितों को सरकार कब तक नौकरी दे देगी. साथ ही भर्तियों में 5% आरक्षण को बढ़ाने और एकमुश्त नौकरी देने को लेकर सरकार क्या कदम उठा रही है? इसके जवाब में मुख्यमंत्री जयराम ठाकुर ने बताया कि मुख्य सचिव की अध्यक्षता में एक कमेटी का गठन करके सभी पहलुओं का अध्ययन किया जाएगा कि क्या एकमुश्त इन्हें नौकरी दी जा सकती है? कुछ मामले कोर्ट में भी चल रहे हैं.

मुख्यमंत्री ने कहा कि सरकार के पास करुणामूलक मूलक आधार पर 2779 मामले लंबित हैं. सभी विभागों को नीति के अनुरूप प्राथमिकता के आधार पर पदों को भरने के निर्देश दिए गए हैं. जनवरी 2018 से 31,1,2021 तक करुणामूलक आधार पर प्रदेश के विभिन विभागों में कुल 706 नियुक्तियां दी गईं. करुणामूलक आधार पर प्रदान की गई नियुक्ति जो कि तृतीय श्रेणी में 272, चतुर्थ श्रेणी 434 कुल 706 नियुक्तियां की गई हैं. मुख्यमंत्री ने कहा कि विधानसभा में आश्रितों को लेकर सरकार ने उनकी हितों को देखते हुए 7 मार्च 2019 को संशोधित नीति जारी की है.

शिमला-मटौर फोरलेन का मामला भी आया
प्रश्नकाल के दौरान कांग्रेस विधायक सुखविंदर सिंह सूक्खू ने पूछा कि शिमला-मटौर फोरलेन परियोजना 4 लेन होगी या कुछ जगह टू लेन प्रस्तावित है? जवाब में मुख्यमंत्री ने सदन में बताया कि सड़क की कुल 233 किलोमीटर लंबाई है. सड़क को 6 पैकेज में बांटा गया है. भंगवार से कांगड़ा 4 लेन,जवालामुखी से भंगवार और हमीरपुर से ज्वालामुखी,भगेड़ से हमीरपुर 2 लेन, जबकि शालाघाट इसे नौणी चौक बिलासपुर और शिमला से शालाघाट बाकी डीपीआर तैयार की जा रही है, जिसे लेन से 4 लेन के रूप में अंतिम रूप दिया जाना शेष है.

सरकार ने मामले को केंद्र सरकार के साथ पूरी जोर से रखा है और सड़क को 4 लेन ही करने की मांग की. लेकिन 4 लेन के कुछ पैरामीटर होते हैं. जैसे कितना ट्रैफिक फॉलो इस सड़क में होगा. जिसको लेकर विशेषज्ञ ने स्टडी किया है और तय किया गया है. जिस भाग में ट्रैफिक ज्यादा है, वंहा फोरलेन, जबकि कम ट्रैफिक वाली जगह में टू लेन रखा जाए. टेंडर प्रक्रिया इसमे पूरी की जा चुकी है.

Leader of Opposition Mukesh Agnihotri, MLA Prakash Rana, Inder Dutt Lakhanpal, Pawan Kumar Kajal, Ramlal Thakur asked the government how long the government would give jobs to compassionate dependents. In response to this, Chief Minister Jai Ram Thakur said that a committee will be constituted under the chairmanship of the Chief Secretary to study all the aspects whether they can be given a lump sum job. Some cases are also going on in court. The Chief Minister said that 2779 cases are pending with the government on compassionate grounds. All the departments have been instructed to fill up the posts on priority basis as per the policy. From January 2018 to 31, 1,2021, a total of 706 appointments were given in various departments of the state on compassionate grounds. Appointment provided on compassionate grounds, which is 272, 434 in class III, a total of 706 appointments have been made. The Chief Minister said that the government has issued a revised policy on March 7, 2019, keeping in view the interests of the dependents in the Vidhan Sabha. In response, the Chief Minister told the House that the total length of the road is 233 km. The road is divided into 6 packages. Bhangwar to Kangra 4 lane, Jwalamukhi to Bhangwar and Hamirpur to Jwalamukhi, Bhaged to Hamirpur 2 lane, while Shalaghat it Nauni Chowk Bilaspur and Shimla to Shalaghat rest DPR is being prepared, which will be finalized as 4 lane to lane is left. The government has taken the matter vigorously with the central government and demanded to make the road 4 laning only. But 4 lanes have some parameters. Like how much traffic will follow in this road. About which the expert has studied and decided. In the part where there is more traffic, there should be four lane, while in the place with less traffic, two lane should be kept. Tender process has been completed in this.
