शिमला के होटल पीटरहॉफ में सुबह 11 बजे के करीब कैबिनेट की मीटिंग शुरू हुई. मंत्रिमंडल की बैठक में यह फैसला लिया गया कि सरकारी स्कूलों में तीसरी, पांचवीं और आठवीं कक्षा के प्रश्न पत्र 2021-22 से स्कूल शिक्षा बोर्ड तय करेगा.
मुख्यमंत्री जयराम ठाकुर की अध्यक्षता में बुधवार को आयोजित राज्य मंत्रिमंडल की बैठक में प्रदेश में कोविड-19 की स्थिति की समीक्षा की गई. बैठक में सभी सामाजिक, अकादमिक, मनोरंजन, राजनीतिक, सांस्कृतिक समारोहों सहित विवाह एवं अन्य समाराहों में लोगों की उपस्थिति की संख्या में वृद्धि करने का निर्णय लिया गया. इस निर्णय के अनुसार, अब इन्डोर समारोहों में कुल क्षमता के 50 प्रतिशत और अधिकतम 200 लोगों को शामिल होने की अनुमति होगी जबकि खुले स्थान पर आयोजित होने वाले कार्यक्रमों में मैदान की कुल क्षमता के 50 प्रतिशत लोगों की उपस्थिति की अनुमति दी जाएगी. यह भी निर्णय लिया गया है कि प्रमुख पर्यटन स्थलों पर उपायुक्त और पुलिस अधीक्षक कोविड उपयुक्त व्यवहार सुनिश्चित करेंगे.
बैठक में दो से 13 अगस्त तक हिमाचल प्रदेश विधानसभा का मानसून सत्र आयोजित करने के लिए राज्यपाल को सिफारिश भेजने का निर्णय भी लिया गया. मंत्रिमंडल ने कोविड-19 के कारण अपने माता व पिता दोनों को खोने वाले बच्चों को मुख्यमंत्री बाल उद्धार योजना के अंतर्गत लाने को अनुमति प्रदान की ताकि उन्हें प्रतिमाह 1500 रुपये की अतिरिक्त वित्तीय सहायता प्रदान की जा सके. बैठक में आशा कार्यकर्ताओं का वर्तमान में दिए जा रहे अतिरिक्त मानदेय को 2000 रुपये से बढ़ाकर 2750 रुपये प्रतिमाह करने का निर्णय लिया गया जिससे राज्य की लगभग 7964 आशा कार्यकर्ता लाभान्वित होंगी.
मंत्रिमंडल ने प्रदेश में नई शिक्षा नीति को क्रियान्वित करने के लिए तय किया गया है कि तीसरी, पांचवी और आठवीं कक्षाओं के प्रश्नपत्र हिमाचल प्रदेश स्कूल शिक्षा बोर्ड तैयार करेगा. इन कक्षाओं की मार्किंग और परीक्षा परिणाम क्लस्टर, खंड व जिला स्तर पर घोषित किए जाएंगे. मंत्रिमंडल ने प्रारंभिक शिक्षा में डिप्लोमा के लिए 2018 से 2020 बैच को स्कूल इंटर्नशिप में छह सप्ताह की छूट प्रदान करने को मंजूरी प्रदान की. बैठक में सभी विद्यालयों को आगामी आदेशों तक बंद रखने का निर्णय लिया गया जबकि ऑनलाइन कक्षाएं पूर्व की भांति जारी रहेंगी.
मंत्रिमंडल ने कॉलेजों के प्रथम और द्वितीय वर्ष के विद्यार्थियों को अगली कक्षा में स्तरोन्नत करने का निर्णय लिया. महाविद्यालयों में नए दाखिले और नवीकरण इस वर्ष जुलाई माह के अंतिम सप्ताह में आरंभ होगा जबकि नए शैक्षिक वर्ष के लिए स्नातक कक्षाएं 6 अगस्त, 2021 से आरम्भ होंगी.
मंत्रिमंडल ने शिक्षकों और गैर-शिक्षक कर्मचारियों के टीकाकरण की प्रगति की सराहना की. बैठक में जानकारी दी गई कि 30 जून, 2021 तक 90 प्रतिशत शिक्षकों और गैर-शिक्षक कर्मचारियों का टीकाकरण कर लिया गया है. महाविद्यालयों के लगभग 25 हजार विद्यार्थियों का टीकाकरण 28 व 29 जून, 2021 को किया गया. यह भी जानकारी दी गई कि 30 जून, 2021 तक महाविद्यलयों के अंतिम वर्ष के लगभग 80 प्रतिशत विद्यार्थियों का टीकाकरण किया जा चुका है.
मंत्रिमण्डल ने कांगड़ा जिला में 200 बिस्तरों की क्षमता वाले नागरिक अस्पताल नुरपुर अस्पताल के उचित प्रबन्धन के लिए चिकित्सा अधीक्षक का एक पद सृजित करने का निर्णय लिया. बैठक में निर्णय लिया गया कि अनाथ बच्चों और 70 वर्ष से अधिक आयु के वरिष्ठ नागरिकों को बिना प्रीमियम हिमकेयर योजना के अन्तर्गत लाया जाएगा. इससे 1500 अनाथ बच्चे और 70 वर्ष से अधिक आयु वाले 16304 वरिष्ठजन लाभान्वित होंगे. जिला कांगड़ा के डॉ. राजेन्द्र प्रसाद आयुर्विज्ञान महाविद्यालय, टांडा में जन सुविधा के लिए 12.50 करोड़ रुपये की लागत से एमआरआई मशीन स्थापित करने का निर्णय लिया गया है. इसके अलावा, इस महाविद्यालय के रेडियोग्राफी विभाग में रेडियोग्राफर के दो पद सृजित करने व इन्हें भरने को स्वीकृति प्रदान की गई है.
मंत्रिमण्डल ने जिला मण्डी के नेर चैक स्थित श्री लाल बहादुर शास्त्री राजकीय आयुर्विज्ञान महाविद्यालय में सहायक प्रोफेसर, चिकित्सा सामाजिक कार्यकर्ता और मनोविज्ञानी का एक-एक पद, पैलिएटिव केयर सर्विसिज में चिकित्सा अधिकारियों के दो व स्टाफ नर्सों के पांच पद, चिकित्सा कैंसर सेवाओं में सहायक प्रोफेसर का एक पद और सामान्य शल्य चिकित्सा में सहायक प्रोफेसर का एक पद भरने की मंजूरी प्रदान की. बैठक में जिला चम्बा में प्राथमिक स्वास्थ्य केन्द्र मड़ी को सामुदायिक स्वास्थ्य केन्द्र के रूप में स्तरोन्नत करने तथा इस केन्द्र के सुचारू संचालन के लिए विभिन्न श्रेणियों के पांच पद भरने को मंजूरी दी गई.
मंत्रिमण्डल ने इंदिरा गांधी आयुर्विज्ञान महाविद्यालय एवं अस्पताल, शिमला में प्रसूति एवं स्त्री रोग प्रोफेसर का एक पद सृजित करने व भरने की स्वीकृति दी है. मंत्रिमण्डल ने जनता की सुविधा के लिए जिला शिमला के कुफरी स्थित यातायात पुलिस सहायता कक्ष को स्थायी पुलिस चैकी में परिवर्तित करने को अपनी मंजूरी प्रदान की. कर्मचारियों और आम जनता की सुविधा के लिए हिमाचल प्रदेश लोक निर्माण विभाग के सिरमौर जिला के राजगढ़ स्थित विश्राम गृह में चार अतिरिक्त कमरों के निर्माण को मंजूरी प्रदान की गई है. मत्स्य पालन विभाग के बिलासपुर मुख्यालय में अतिरिक्त अथवा संयुक्त निदेशक का एक पद सृजित करने का निर्णय लिया जिसे हिमाचल प्रदेश प्रशासिनक सेवा (एचएएस) के अधिकारी से भरा जाएगा.

The cabinet meeting started at Hotel Peterhof in Shimla around 11 am. In the cabinet meeting, it was decided that the question paper of class III, V and VIII in government schools will be decided by the Board of School Education from 2021-22. The situation of Kovid-19 in the state was reviewed in the meeting of the state cabinet held on Wednesday under the chairmanship of Chief Minister Jai Ram Thakur. In the meeting, it was decided to increase the number of people attending all social, academic, entertainment, political, cultural functions including marriages and other functions. According to this decision, 50 percent of the total capacity and a maximum of 200 people will be allowed in indoor events, while 50 percent of the total capacity of the ground will be allowed in open space events. It has also been decided that the Deputy Commissioner and Superintendent of Police Kovid will ensure appropriate behavior at major tourist places. In the meeting, it was also decided to send a recommendation to the Governor for holding the monsoon session of Himachal Pradesh Legislative Assembly from August 2 to 13. The Cabinet gave its nod to bring children who lost both their mother and father due to Kovid-19 under Mukhyamantri Bal Uddhav Yojana so that they can be provided additional financial assistance of Rs. 1500 per month. In the meeting, it was decided to increase the additional honorarium being given to ASHA workers from Rs.2000 to Rs.2750 per month, which would benefit about 7964 ASHA workers of the state. In order to implement the new education policy in the state, it has been decided that the Himachal Pradesh School Education Board will prepare the question papers of classes III, V and VIII. The marking and examination results of these classes will be declared at the cluster, block and district level. The Cabinet has approved the relaxation of six weeks in school internship for the 2018 to 2020 batch for Diploma in Elementary Education. In the meeting, it was decided to keep all the schools closed till further orders while online classes would continue as before. The cabinet decided to upgrade the first and second year students of the colleges to the next class. The fresh admissions and renewals in colleges will start in the last week of July this year while the graduation classes for the new academic year will start from August 6, 2021. The Cabinet appreciated the progress of vaccination of teachers and non-teaching staff. It was informed in the meeting that till June 30, 2021, 90% of the teachers and non-teaching staff have been vaccinated. About 25 thousand students of colleges were vaccinated on June 28 and 29, 2021. It was also informed that till June 30, 2021, about 80 percent of the final year students of colleges have been vaccinated. The cabinet decided to create one post of Medical Superintendent for proper management of Nurpur Hospital, a civil hospital with a capacity of 200 beds in Kangra district. It was decided in the meeting that orphan children and senior citizens above 70 years of age would be brought under Himcare scheme without premium. This will benefit 1500 orphan children and 16304 senior citizens who are above 70 years of age. It has been decided to install MRI machine at the cost of Rs 12.50 crore for public convenience in Dr. Rajendra Prasad Medical College, Tanda in district Kangra. Apart from this, approval has been given to create and fill two posts of Radiographers in the Radiography Department of this college. The cabinet approved one post each of Assistant Professor, Medical Social Worker and Psychologist in Shri Lal Bahadur Shastri Government Medical College, Ner Chowk, District Mandi, two posts of Medical Officers in Palliative Care Services and five posts of Staff Nurses, Assistant in Medical Cancer Services. Approved to fill up one post of Professor and one post of Assistant Professor in General Surgery. In the meeting, approval was given to upgrade Primary Health Center Madi in district Chamba to Community Health Center and to fill up five posts of different categories for smooth functioning of this center. The Cabinet has given its approval to create and fill up one post of Professor of Obstetrics and Gynecology in Indira Gandhi Medical College and Hospital, Shimla. The Cabinet gave its approval to convert the Traffic Police Help Cell at Kufri, District Shimla into a permanent police post for the convenience of the public. For the convenience of the employees and the general public, approval has been given for construction of four additional rooms in the rest house of Himachal Pradesh Public Works Department at Rajgarh in Sirmaur district. It has been decided to create one post of Additional or Joint Director in Bilaspur Headquarters of Fisheries Department which will be filled from the officers of Himachal Pradesh Administrative Service (HAS).
