एएसपी ऊना विनोद धीमान ने कहा कि पुलिस को खनन सामग्री से ओवरलोडेड गाड़ियों की शिकायत मिली थी. एसएचओ सदर पर आधारित टीम ने फौरन 8 गाड़ियों के ओवरलोडिंग के चालान किए हैं.

ऊना. पंजाब से हिमाचल में पहुँच रहे अवैध खनन सामग्री (Illegal Mining) के ओवरलोडेड वाहनों को लेकर ऊना जिला क्रशर एसोशिएसन ने मोर्चा खोलते हुए ठीकरी पहरे देने शुरू कर दिए है. रात को क्रशर संचालकों ने जिला के विभिन्न स्थानों पर ठीकरी पहरे लगा खनन सामग्री से भरे बिना दस्तावेजों के दर्जनों वाहनों को पकड़कर पुलिस के हवाले किया. देर रात हुई इस कार्रवाई से पंजाब से जुड़े खनन माफिया में हड़कंप मच गया. क्रशर एसोसिएशन ने पुलिस पर गंभीर आरोप जड़ते हुए कहा कि बिना दस्तावेजों के वाहनों की सूचना देने के बाद भी जिला मुख्यालय से मात्र दो किलोमीटर दूर पहुंचने में पुलिस ने तीन घंटे से भी ज्यादा का समय लगा दिया.

क्रशर एसोसिएशन के प्रदेशाध्यक्ष डिंपल ठाकुर ने पुलिस और प्रशासन की कार्यप्रणाली पर सवाल उठाते हुए कहा कि बिना वैध दस्तावेजों के ओवरलोडेड वाहन प्रदेश की सीमा में कैसे प्रवेश कर रहे हैवहीँ पुलिस ने क्रशर संचालकों की शिकायत पर 8 वाहनों के चालान करने का दावा किया है.’

मॉनसून सीजन को देखते हुए जिला की तमाम नदियों और खड्डों में वैध खनन को भी प्रतिबंधित कर दिया गया है. ऐसे में पंजाब से ओवरलोडिड टिपर रेत और बजरी लेकर हिमाचल की सीमाओं में दाखिल हो रहे हैं. संघ के प्रदेश अध्यक्ष डिंपल ठाकुर का आरोप है कि पंजाब से रेत और बजरी भरकर लेकर आने वाली गाड़ियां केवल मात्र 100 रुपये का शुल्क लेकर हिमाचल की सीमाओं में प्रवेश कर रही हैं. ना तो किसी टिप्पर चालक के पास वैलिड बिल है और न ही कोई एम फार्म है. ऊपर से सोने पर सुहागा यह है कि पंजाब से आ रही बजरी और रेट दोगुने दाम में जिला के लोगों को मिल रहा है. पंजाब के लोग चांदी कूट रहे हैं और हिमाचल प्रदेश सरकार के राजस्व को चूना लगाया जा रहा है.

डिंपल ठाकुर ने बताया कि सुबह 4 बजे तक उन्होंने सड़कों पर उतरकर नाकेबंदी की और पंजाब से आने वाली गाड़ियों के तमाम एम फार्म और बिल चेक किए. डिंपल ठाकुर का आरोप है कि उन्होंने इस संबंध में जिला के सभी पुलिस अधिकारियों को फौरन सूचित किया लेकिन कोई भी समय पर उपलब्ध न हुआय जब तक पुलिस की टीम घटनास्थल पर पहुंची तब तक करीब डेढ़ सौ गाड़ियां वहां से जा चुकी थी. केवल मात्र 10 से 15 टिपर उन्होंने जबरन पुलिस के आने तक रोके रखे. उन्होंने कहा कि प्रदेश हाईकोर्ट की गाइडलाइंस के अनुसार बिल के साथ एक्स फॉर्म होना बेहद जरूरी है, लेकिन पंजाब से आने वाले टिप्परों के चालक केवल मात्र पंजाबी में लिखा एक लेटर लेकर माल ढुलाई कर रहे हैं. उन्होंने कहा कि क्रशर उद्योग संघ के पैसे से लगाए गए धर्म कांटे हिमाचल प्रदेश की सीमाओं पर धूल फांक रहे हैं. उन्होंने कहा कि स्थानीय क्रशर उद्योगों को माल ढुलाई के वक्त प्रशासन और पुलिस के 36 सवालों का सामना करना पड़ता है, लेकिन पंजाब से आने वालों के लिए यह कोई रोक-टोक नहीं है.

State President of Crusher Association, Dimple Thakur, while questioning the functioning of police and administration, said that how overloaded vehicles are entering the state border without valid documents, while the police has claimed to have challaned 8 vehicles on the complaint of crushers operators. ‘ In view of the monsoon season, legal mining has also been banned in all the rivers and ravines of the district. In such a situation, overloaded tippers from Punjab are entering the boundaries of Himachal with sand and gravel. Union State President Dimple Thakur alleges that vehicles carrying sand and gravel from Punjab are entering the borders of Himachal by charging only Rs 100. Neither tipper driver has valid bill nor any M form. The good thing about gold from above is that the people of the district are getting the gravel coming from Punjab and at double the rate. The people of Punjab are minting silver and the revenue of the Himachal Pradesh government is being defrauded. Dimple Thakur told that till 4 o’clock in the morning, they blocked the roads and checked all the M forms and bills of the vehicles coming from Punjab. Dimple Thakur alleges that she immediately informed all the police officers of the district in this regard but no one was available on time, by the time the police team reached the spot, about 150 vehicles had left from there. Only 10 to 15 tippers did they forcibly hold them till the police arrived. He said that according to the guidelines of the State High Court, it is very important to have an X form with the bill, but the drivers of the tippers coming from Punjab are carrying only a letter written in Punjabi for carrying the goods. He said that religious thorns planted with the money of Crusher Industries Association are gathering dust on the borders of Himachal Pradesh. He said that the local crusher industries have to face 36 questions from the administration and police while transporting goods, but for those coming from Punjab it is not a bar.
