बरसात में शिमला के 13 असुरक्षित भवन कभी भी ढा सकते हैं कहर. एमसी ने भवन मालिकों को खाली करने के भेजे नोटिस

हिमाचल प्रदेश में बरसात के मौसम में राजधानी शिमला के असुरक्षित भवन कभी भी कहर ढा सकते हैं. शिमला में असुरक्षित भवनों की संख्या भी इतनी है कि नगर निगम भी परेशान है. जी हां, यह संख्या एक या दो नहीं, बल्कि एक दर्जन से ज्यादा हैं. एमसी के ताजा सर्वे के मुताबिक़ शिमला शहर के विभिन्न वार्डों में करीब 13 भवन असुरक्षित घोषित किए गए हैं और यह भवन कभी भी किसी की जिंदगी के लिए काल बनकर आ सकते हैं.

नगर निगम ने असुरक्षित और जर्जर भवनों को लेकर नोटिस तो जारी कर दिए हैं लेकिन घर खाली करने के लिए कोई भी राजी नहीं है. ऐसे में बड़ा सवाल यह है कि यदि बरसात में कोई अनहोनी हो जाए तो इसकी जिम्मेदारी किसकी होगी.नगर निगम ने हाल ही में शहर में किए सर्वे में 13 से ज्यादा असुरक्षित भवनों की सूची तैयार की है. जो गिरने के कगार पर है. हालांकि नगर निगम ने इन मकानों में रहने वाले लोगों को खाली करने के नोटिस दे दिए हैं. लेकिन मकानों में रहने वाले लोगों पर एमसी के इन नोटिसों का कोई असर नहीं पड़ रहा है.

नगर निगम मेयर सत्या कौंडल की मानें तो निगम के पास अभी तक मात्र 13 भवन मालिकों के आवेदन आए हैं, जिनकी विजिट कर उन्हें खाली करने के आदेश जारी किए हैं.उन्होंने बताया कि निगम के पास 1980 से लेकर भवन को अनसेफ करने के आवेदन आए हैं, जिन पर अधिकतर मामलों को निपटा दिया गया है. उन्होंने बताया कि एमसी ने असुरक्षित भवनों में रहने वाले लोगों को मकान खाली करने के आदेश भी दिए हैं. लेकिन मकान मालिक और किराएदारों के आपसी झगड़ों के चलते इन मकानों को खाली नहीं किया जा रहा है. उन्होंने बताया कि शहर में जर्जर भवनों की हालत को लेकर निगम की वास्तु शाखा नजर बनाए हैं .उन्होंने शहर के सभी पुराने भवन मालिकों और उनमें रह रहे लोगों से अपील की कि वे भी इस पर नजर रखें और यदि भवन वास्तव में गिरने की स्थिति में है तो उसे तुरंत खाली करवाने के निर्देश दिए हैं.

बरसात का मौसम आते ही राजधानी के पुराने व जर्जर भवनों में रह रहे लोगों की जान पर बन आती है, लेकिन फिर भी वे इन भवनों से बाहर निकलने को तैयार नहीं हैं.नगर निगम केवल उन्हीं भवनों की जांच करता है, जिसके आवेदन उसके पास कोई भवन मालिक करता है.लेकिन इसमें भी कई पेंच हैं. भवन मालिक भवन में डटे पुराने किराएदारों को निकालने को लेकर भी भवन को असुरक्षित करवाने की फिराक में रहते हैं, ताकि उन्हें खाली करवाया जा सके.जहां तक पुराने भवनों की बात है, ये अधिकतर शिमला के पुराने शहर में हैं.यहां के लोअर बाजार, राम बाजार, माल रोड, मिडल बाजार, कृष्णा नगर, कैथू जाखू, यूएस क्लब आदि एरिया में अधिकतर पुराने भवन हैं.

The number of unsafe buildings in Shimla is also so much that even the Municipal Corporation is worried. Yes, this number is not one or two, but more than a dozen. According to the latest survey of MC, about 13 buildings have been declared unsafe in different wards of Shimla city and these buildings can come as a time for someone’s life. The Municipal Corporation has issued notices regarding unsafe and dilapidated buildings but no one is ready to vacate the house. In such a situation, the big question is, who will be responsible if something untoward happens in the rainy season. The Municipal Corporation has prepared a list of more than 13 unsafe buildings in the recent survey conducted in the city. which is on the verge of collapse. However, the Municipal Corporation has given eviction notices to the people living in these houses. But these notices of MC are not having any effect on the people living in the houses. According to Municipal Corporation Mayor Satya Kaundal, the corporation has so far received applications from only 13 building owners, who have visited and issued orders to vacate them. on which most of the cases have been settled. He told that the MC has also given orders to the people living in unsafe buildings to vacate the houses. But due to the disputes between the landlord and the tenants, these houses are not being vacated. He told that the Vastu wing of the corporation is keeping an eye on the condition of the dilapidated buildings in the city. He appealed to all the old building owners of the city and the people living in them to keep an eye on it and if the building is actually in a state of collapse. If so, instructions have been given to get him vacated immediately. As soon as the rainy season comes, people living in the old and dilapidated buildings of the capital come to life, but still they are not ready to come out of these buildings. The Municipal Corporation examines only those buildings, whose application is with it. Some building owner does it. But there are many screws in this too. The building owners are also trying to make the building unsafe to evacuate the old tenants in the building so that they can be evacuated. As far as the old buildings are concerned, these are mostly in the old city of Shimla. The Lower Bazaar here , Ram Bazar, Mall Road, Middle Bazar, Krishna Nagar, Kaithu Jakhu, US Club etc. are mostly old buildings in the area.
