#निदेशालय ने समस्त जिला युवा कल्याण अधिकारियो को किए निर्देश जारी | #वर्ष 2005 से आज तक नहीं लागू नही हो पाया था रोस्टर सिस्टम | #प्रत्येक जवान को एक बार में 6 माह तैनाती का था शासनादेश | #सिफारिश विहीन युवाओं को नहीं मिल पाता था कई-कई वर्षों तक रोजगार | विकासनगर- जन संघर्ष मोर्चा अध्यक्ष एवं जीएमवीएन के पूर्व उपाध्यक्ष रघुनाथ सिंह नेगी ने कहा कि मोर्चा की मांग पर शासन के निर्देश के क्रम में निदेशक, युवा कल्याण ने समस्त जिला युवा कल्याण अधिकारियों को प्रदेश में रोस्टर सिस्टम लागू करने के निर्देश जारी किए, जोकि मोर्चा की बहुत बड़ी जीत है | नेगी ने कहा कि पीआरडी जवानों के कल्याण हेतु सबको रोजगार दिए जाने की दशा में सरकार द्वारा दिसंबर 2005 में शासनादेश जारी किया गया था, जिसमें प्रत्येक स्वयंसेवक/ जवान को 6-6 माह का रोजगार दिए जाने जाने का उल्लेख था, लेकिन 16 वर्ष बीतने के उपरांत भी रोस्टर प्रणाली को लागू नहीं किया गया था | नेगी ने कहा कि रोस्टर प्रणाली लागू किए जाने हेतु मोर्चा द्वारा मुख्य सचिव से आग्रह किया गया था | रोस्टर लागू न होने के कारण सिफारिश विहीन स्वयंसेवक दर-दर की ठोकरें खाने को मजबूर हैं तथा वहीं दूसरी ओर अधिकारियों से सांठगांठ कर सेटिंग बाज निरंतर अपनी सेवाएं देते रहते हैं | नेगी ने कहा कि रोस्टर लागू न होने से विभाग में न तो पारदर्शिता बनी हुई थी और न ही प्रशिक्षित स्वयंसेवकों को शासनादेशानुसार रोजगार मिल पाता था |

Vikasnagar- Jan Sangharsh Morcha President and former Vice President of GMVN Raghunath Singh Negi said that on the demand of the Morcha, the Director, Youth Welfare issued instructions to all the District Youth Welfare Officers to implement the roster system in the state. Negi said that in the case of providing employment to all for the welfare of PRD jawans, the mandate was issued by the government in December 2005, in which it was mentioned to give 6-6 months of employment to each volunteer / jawan, but after 16 years. The roster system was not implemented even after Negi said that the Chief Secretary was requested by the Morcha to implement the roster system.
