मुख्यमंत्री तीरथ सिंह रावत ने शासन के वरिष्ठ अधिकारियों और जिलाधिकारियों के साथ सचिवालय में वीडियो कांफ्रेंसिग द्वारा प्रदेश में कोविड की रोकथाम और बचाव कार्यों की समीक्षा की।

मुख्यमंत्री ने ऐसे बच्चों के लिए विशेष योजना बनाने के निर्देश दिये जिनके माता-पिता या परिवार के मुखिया की मृत्यु कोविड के कारण हुई है। मुख्यमंत्री ने कहा कि ऐसे बच्चों की सहायता की जा सके, इसके लिये जल्द से जल्द इनका चिन्हीकरण सुनिश्चित किया जाए।

मुख्यमंत्री ने कहा कि कोविड की तीसरी लहर के लिये तैयारियों को शीघ्रता से धरातल पर लागू किया जाए। वर्तमान में कोविड के मामलों में कमी देखने को मिल रही है, फिर भी हमें पूरी तरह से सावधान रहना है। किसी तरह की ढिलाई नहीं होनी चाहिए। तीसरी लहर में बच्चों पर फोकस करना है। जिला व ब्लॉक स्तर तक इसकी मैपिंग हो। फील्ड में काम करने वालों को मालूम होना चाहिए कि किसी तरह की परिस्थिति में उन्हें क्या करना है। कोविड की तीसरी लहर से पहले सारी तैयारियां पुख्ता कर ली जाएं। इसमें किसी तरह की कोई कमी न हो। जिलाधिकारी ग्रामवार इसकी पूरी प्लानिंग रखें।
मुख्यमंत्री ने कहा कि मास्क और सोशल डिस्टेंसिंग का उल्लंघन करने वालों पर सख्त कार्रवाई की जाए। कालाबाजारी को रोकने के लिए लगातार जरूरी कार्रवाई की जाएं। ई-संजीवनी का अच्छा रेस्पोंस मिल रहा है। इसे और अधिक सुदृढ़ और प्रचारित किया जाए।

मुख्यमंत्री ने कहा कि बायो मेडिकल वेस्ट डिस्पोजल पर भी ध्यान दिये जाने की जरूरत है। नगर निकायों में शहरी विकास विभाग और ग्रामीण क्षेत्रों में पंचायती राज विभाग इसे सुनिश्चित कराएं।

मुख्यमंत्री ने कहा कि ग्रामीण क्षेत्रों में कोविड को लेकर अधिक ध्यान देना है। इसके लिए विकेंद्रीकृत योजना का प्रभावी क्रियान्वयन सुनिश्चित किया जाए। आशा, एएनएम की सही तरीके से ट्रेनिंग हो। पीएचसी व सीएचसी स्तर तक तैयारियां हों। हर ब्लाॅक में कन्ट्रोल रूम हों। ग्राम सभाओं का सहयोग लिया जाए।

मुख्यमंत्री ने कहा कि वैक्सीनेशन में धन की कमी नहीं है। इसके लिये हर सम्भव प्रयास कर वैक्सीनैशन की प्रक्रिया में तेजी लानी है। प्रस्तावित और निर्माणाधीन आक्सीजन जेनरेशन प्लांट को जल्द पूरा किया जाए।

मुख्यमंत्री ने कहा कि डेंगू को लेकर भी तैयारियां की जाएं। इसके बचाव के संबंध में जनजागरूकता अभियान चलाए जाएं। यह देख लिया जाए कि हमारे कोविड अस्पताल और कोविड केयर सेंटर के आस-पास पानी एकत्र न हो।

मुख्य सचिव श्री ओमप्रकाश ने कहा कि टेस्टिंग विशेष तौर पर ग्रामीण क्षेत्रों में टेस्टिंग को बढाने की जरूरत है। कोविड की तीसरी लहर की अभी से सारी तैयारी की जानी है। बाहर से आने वालों पर विशेष ध्यान दिया जाए। जनजागरूकता में ग्राम समितियों की भागीदारी सुनिश्चित की जाए। आक्सीजन आपूर्ति की तैयारी मानसून को ध्यान में रखते हुए कर ली जाए।

बैठक में मुख्यमंत्री के मुख्य सलाहकार श्री शत्रुघ्न सिंह, डीजीपी श्री अशोक कुमार, अपर मुख्य सचिव श्रीमती मनीषा पंवार, सचिव श्री अमित नेगी, डॉ पंकज कुमार पाण्डेय सहित शासन के वरिष्ठ अधिकारी, मंडलायुक्त, जिलाधिकारी व अन्य अधिकारी उपस्थित थे।

Chief Minister Tirath Singh Rawat reviewed the prevention and rescue operations of Kovid in the state by videoconferencing the secretariat with senior officials of the government and the district magistrates. The Chief Minister directed to make a special plan for such children whose parents or the head of the family has died due to Kovid. The Chief Minister said that to help such children, their identification should be ensured at the earliest. The Chief Minister said that preparations for the third wave of Kovid should be implemented on the ground quickly. At present, there is a decrease in cases of Kovid, yet we have to be completely careful. There should not be any kind of laxity. The third wave is to focus on children. It should be mapped to district and block level. Those working in the field should know what to do in some kind of situation. All preparations should be confirmed before the third wave of Kovid. There should be no shortage of any kind in it. The District Magistrate should keep a complete plan for it village-wise. The Chief Minister said that strict action should be taken against those who violate masks and social distancing. Necessary action should be taken to prevent black marketing. E-Sanjeevani is getting good response. It should be further strengthened and promoted. The Chief Minister said that attention should also be paid to bio-medical waste disposal. Department of Urban Development in municipalities and Panchayati Raj Department in rural areas should ensure this. The Chief Minister said that more attention should be paid to Kovid in rural areas. For this, effective implementation of decentralized planning should be ensured. Asha, ANM should be properly trained. Preparations should be made up to PHC and CHC level. There are control rooms in every block. Cooperation of gram sabhas should be taken. The Chief Minister said that there is no shortage of funds in vaccination. For this, every possible effort is to speed up the process of vaccination. The proposed and under construction Oxygen Generation Plant should be completed soon. The Chief Minister said that preparations should also be made regarding dengue. Public awareness campaigns should be conducted regarding its rescue. It should be seen that there is no water collection around our Kovid Hospital and Kovid Care Center. Chief Secretary Shri Omprakash said that there is a need to increase the testing especially in rural areas. All the preparations for the third wave of Kovid are yet to be done. Special attention should be paid to those coming from outside. Participation of village committees in public awareness should be ensured. Preparation of oxygen supply should be done keeping in mind the monsoon. The Chief Advisor to the Chief Minister Mr. Shatrughan Singh, DGP Mr. Ashok Kumar, Additional Chief Secretary Mrs. Manisha Panwar, Secretary Mr. Amit Negi, Dr. Pankaj Kumar Pandey, along with senior officials of the government, Mandalayukta, District Magistrate and other officials were present.
