मुख्यमंत्री पुष्कर सिंह धामी ने सचिवालय में वीडियो कांफ्रेंसिग द्वारा प्रदेश में
अतिवृष्टि और आपदा प्रबंधन की समीक्षा की। मुख्यमंत्री ने जिलाधिकारियों से विस्तृत जानकारी लेते हुए हमेशा अलर्ट मोड में रहने के निर्देश दिये। किसी भी घटना की स्थिति में जल्द से जल्द राहत व बचाव कार्य संचालित हो। रेस्पोंस टाईम को कम से कम किया जाए। कहीं कोई लापरवाही नहीं होनी चाहिए। जनता को महसूस होना चाहिए कि शासन प्रशासन को उनकी चिंता है।
मुख्यमंत्री ने कहा कि आमजन को अपनी समस्याओं के समाधान के लिए अनावश्यक परेशान न होना पङे। यह सुनिश्चित कर लिया जाए कि तहसील स्तर की समस्याओं का समाधान तहसील स्तर पर और जिला स्तर की समस्याओं का समाधान जिला स्तर पर ही हो जाए। किसी भी स्तर पर कोई पेनडेंसी न रहे। जीरो पेंडेंसी कार्यप्रणाली का मूलमंत्र हो। फाइलों के निस्तारण की प्रक्रिया में सुधार लाया जाए। जनहित के कामों में शिथिलता न आए।
मुख्यमंत्री ने कहा कि आपदा प्रबंधन में सभी संबंधित विभागों और एजेंसियों में पूरा समन्वय हो। किसी तरह का कम्यूनिकेशन गैप न हो। मुख्यमंत्री ने कहा कि आपदा प्रबंधन में माॅक ड्रिल का बहुत महत्व है। समय समय पर माॅक ड्रिल अवश्य की जाए। आपदा कंट्रोल रूम निरंतर एक्टिव रहे। अवरूद्ध मार्गों, क्षतिग्रस्त बिजली और पेयजल लाईनों को जल्द से जल्द बहाल करें। यह सुनिश्चित किया जाए कि आपदा प्रभावितो को मुआवजे की राशि तुरंत मिले और उन्हें सुरक्षित आवास, भोजन, पेयजल, दवाईयों की उपलब्धता हो। संचार की सुचारू व्यवस्था हो।
मुख्यमंत्री ने पूर्व में आई आपदाओं में किये गये राहत व बचाव कार्यों की भी जानकारी लेते हुए कहा कि इनकी भी लगातार मानिटरिंग की जानी चाहिए। मुख्यमंत्री ने कहा कि जिन परिवारों का सुरक्षित स्थानों पर विस्थापन किया जाना है, उनमें प्रक्रियाओं में किसी तरह का विलम्ब न हो। रैणी में आपदा की जद में आए परिवारों का विस्थापन कराया जाना है। मुख्यमंत्री ने जिलाधिकारी उत्तरकाशी को आराकोट जाकर वहां के लोगों से मिलकर उनकी समस्याओं का निस्तारण करने के निर्देश दिये। प्रदेश में स्वीकृत डाप्लर राडार की स्थापना में तेजी लाई जाए। जिलाधिकारी पिथौरागढ़ को हाल ही में स्वीकृत राहत राशि का वितरण तत्काल करवाने के निर्देश दिये।
मुख्यमंत्री ने कहा कि आवश्यक संख्या में जिओलाजिस्ट की नियुक्ति कर ली जाए। आपदा राहत कार्यों के लिए तैनात हेलीकाप्टरो का उपयोग करें ताकि आम लोगों तक राहत जल्द से जल्द पहुंच सके। इनका उपयोग मेडिकल इमरजेन्सी व अन्य आपदा संबंधित कामों में किया जा सकता है।
मुख्यमंत्री ने जिलाधिकारी टिहरी से हाल ही में देवप्रयाग क्षेत्र में सक्रिय हुए बाघ के बारे में भी जानकारी ली।
बैठक में मुख्य सचिव डाॅ एस एस संधु, अपर मुख्य सचिव श्रीमती मनीषा पंवार, श्री आनंद बर्द्धन, पुलिस महानिदेशक श्री अशोक कुमार, प्रमुख सचिव श्री आर के सुधांशु, सचिव श्री नितेश झा, सचिव श्री दिलीप जावलकर, श्री एसए मुरूगेशन, सहित शासन, आर्मी, एनडीआरएफ, बीआरओ, आईटीबीपी, आईएमडी के वरिष्ठ अधिकारी और जिलाधिकारी उपस्थित थे।

Chief Minister Pushkar Singh Dhami in the state through video conferencing in the Secretariat Heavy rain and disaster management reviewed. Taking detailed information from the district magistrates, the Chief Minister instructed to always be in alert mode. In case of any incident, relief and rescue operations should be conducted at the earliest. Response time should be minimized. There should be no negligence anywhere. People should feel that the administration is concerned about them. The Chief Minister said that the common man should not have to worry unnecessarily to solve their problems. It should be ensured that tehsil level problems are solved at tehsil level and district level problems are solved at district level itself. There should be no pendency at any level. Zero pendency should be the core of the system. The process of file handling should be improved. Do not let loose in the works of public interest. The Chief Minister said that there should be complete coordination between all the concerned departments and agencies in disaster management. There should not be any communication gap. The Chief Minister said that mock drill is of great importance in disaster management. Mock drills must be done from time to time. The disaster control room remained active continuously. Restore blocked roads, damaged power and drinking water lines at the earliest. It should be ensured that the disaster affected people get the compensation amount immediately and they have the availability of safe accommodation, food, drinking water, medicines. There should be a smooth system of communication. Taking information about the relief and rescue work done in the disasters in the past, the Chief Minister said that these should also be monitored continuously. The Chief Minister said that there should not be any delay in the processes in the families who are to be shifted to safer places. Displacement of the families who came under the JD of the disaster in Raini has to be done. The Chief Minister directed the District Magistrate Uttarkashi to go to Arakot and meet the people there and solve their problems. The installation of approved Doppler radar should be expedited in the state. He directed the District Magistrate Pithoragarh to get the recently approved relief amount distributed immediately. The Chief Minister said that the required number of geologists should be appointed. Use helicopters deployed for disaster relief operations so that relief reaches the common people at the earliest. They can be used in medical emergency and other disaster related work. The Chief Minister also took information from the District Magistrate Tehri about the tiger that was active in Devprayag area recently. The meeting was attended by Chief Secretary Dr. SS Sandhu, Additional Chief Secretary Smt. Manisha Panwar, Shri Anand Bardhan, Director General of Police Shri Ashok Kumar, Principal Secretary Shri RK Sudhanshu, Secretary Shri Nitesh Jha, Secretary Shri Dilip Jawalkar, Shri SA Murugesan, including Governance, Senior officers of Army, NDRF, BRO, ITBP, IMD and District Magistrate were present.
